Jamie Dupree's Washington Insider

What follows are the details of a bill introduced by Sen. Dianne Feinstein (D-CA) and other Democrats in the Congress, which would restrict over 150 semi-automatic weapons and place new limits on the size of ammunition magazines.
This information, including a list of weapons, was provided by backers of the new legislation:
Assault Weapons Ban of 2013
The legislation bans the sale, transfer, manufacturing and importation of:

 All semiautomatic rifles that can accept a detachable magazine and have at least one military feature: pistol grip; forward grip; folding, telescoping, or detachable stock; grenade launcher or rocket launcher; barrel shroud; or threaded barrel.

 All semiautomatic pistols that can accept a detachable magazine and have at least one military feature: threaded barrel; second pistol grip; barrel shroud; capacity to accept a detachable magazine at some location outside of the pistol grip; or semiautomatic version of an automatic firearm.

 All semiautomatic rifles and handguns that have a fixed magazine with the capacity to accept more than 10 rounds.

 All semiautomatic shotguns that have a folding, telescoping, or detachable stock; pistol grip; fixed magazine with the capacity to accept more than 5 rounds; ability to accept a detachable magazine; forward grip; grenade launcher or rocket launcher; or shotgun with a revolving cylinder.

 All ammunition feeding devices (magazines, strips, and drums) capable of accepting more than 10 rounds.

 157 specifically-named firearms (listed at the end of this document).

The legislation excludes the following weapons from the bill:

 Any weapon that is lawfully possessed at the date of the bill’s enactment;

 Any firearm manually operated by a bolt, pump, lever or slide action;

 Assault weapons used by military, law enforcement, and retired law enforcement; and

 Antique weapons.

The legislation protects hunting and sporting firearms:

 The bill excludes 2,258 legitimate hunting and sporting rifles and shotguns by specific make and model.

The legislation strengthens the 1994 Assault Weapons Ban and state bans by:

 Moving from a 2-characteristic test to a 1-characteristic test.
The bill also makes the ban harder to evade by eliminating the easy-to-remove bayonet mounts and flash suppressors from the characteristics test.

 Banning dangerous aftermarket modifications and workarounds.

Bump or slide fire stocks, which are modified stocks that enable semi-automatic weapons to fire at rates similar to fully automatic machine guns.
So-called “bullet buttons” that allow the rapid replacement of ammunition magazines, frequently used as a workaround to prohibitions on detachable magazines.
Thumbhole stocks, a type of stock that was created as a workaround to avoid prohibitions on pistol grips.

 Adding a ban on the importation of assault weapons and large-capacity magazines.

 Eliminating the 10-year sunset that allowed the original federal ban to expire.

The legislation addresses the millions of assault weapons and large-capacity magazines currently in existence by:

 Requiring a background check on all sales or transfers of a grandfathered assault weapon.
This background check can be run through the FBI or, if a state chooses, initiated with a state agency, as with the existing background check system.
 Prohibiting the sale or transfer of large-capacity ammunition feeding devices lawfully possessed on the date of enactment of the bill.

 Allowing states and localities to use federal Byrne JAG grant funds to conduct a voluntary buy-back program for grandfathered assault weapons and large-capacity ammunition feeding devices.

 Imposing a safe storage requirement for grandfathered firearms, to keep them away from prohibited persons.

 Requiring that assault weapons and large-capacity ammunition feeding devices manufactured after the date of the bill’s enactment be engraved with the serial number and date of manufacture of the weapon

Thanks for keeping us posted BigBlue. Even if this doesn't pass, it will be interesting to see the impact on the next mid-term election.

looking at that list it looks similar to ours but with a MSSA licence you can own/use them.
I take it the term"grandfathered" refers to inherited weapons???? if so that reads you can pass them on but the reciever will have to beef up thier security arrangements??

grandfathered means if you own one now you get to keep it but no new ones can be sold.

Thanks BB, you're sure on top of things.

Elvis when it says; Any weapon that is lawfully possessed at the date of the bill’s enactment is legal. The short-hand way of saying it is the weapon is "grandfathered in".

When it says; Requiring a background check on all sales or transfers of a grandfathered assault weapon. That means an assault weapon that you owned pre-ban, (or grandfathered in) can be transferred with a background check.

I don't understand how they're going to keep people from trading large capacity magazines. If the magazines are grandfathered, they're not marked in any identifiable way to inhibit transfer from one buddy to another....oh well, don't tell them that.

One threaded barrel on a semi-auto anything and it's no-go. All ammunition feeding devices (magazines, strips, and drums) capable of accepting more than 10 rounds. A lot of hand-gunning self defence weapons in that one. Banning dangerous aftermarket modifications and workarounds. Ok define dangerous...and thumbhole stocks yeah...they're real bad..sheeeeesh. Mud slingers have the dirtiest hands don't they?

Yep, keep writing letters - even after you get a reply like this one:

Dear Rev. Stephens:

Thank you for contacting me regarding the tragedy at Sandy Hook Elementary School, in Newtown, Connecticut. It is an honor to represent the people of Eastern Washington and I appreciate you taking the time to share your thoughts with me.

I am deeply saddened by the tragic shooting in Newtown and my thoughts and prayers go out to the children and educators who lost their lives, along with their families and friends. It is important in the aftermath of this senseless violence that our nation come together to ensure that an act like this never occurs again. However, I do not believe that new legislation limiting our Second Amendment freedoms is the solution or will prevent further heinous acts. While we must be increasingly vigilant in enforcing existing laws to ensure that guns don't fall into the hands of criminals, we also must evaluate our nation's mental health system to ensure those who have mental illness get the help they need. Be assured I will work with my colleagues to determine solutions that will prevent future tragedy in ways consistent with the freedoms afforded by the Constitution.

Thank you again for contacting me on this important issue. As your Representative in Congress, I am committed to putting the best interests of Eastern Washington first. I invite you to visit my website at www.mcmorrisrodgers.house.gov for additional information or to sign up for my e-newsletter. Please do not hesitate to contact me if I can be of further assistance.

Best Wishes,

Cathy McMorris Rodgers
Member of Congress

Patty Murray is one that has supported all manner of gun control in the past and her "polite" reply means that I will continue to mail her and call until I get some kind of commitment from her.

Commitment from a politician!?
That's like marrying a prostitute and expecting virginity on the wedding night, unlikely.
But keep up the pressure Paul, seems the first bloke is making the right noises (wanna send him down here?) just keep him honest.

The first "bloke" is a woman - Cathy Rodgers
And no, I want her to stay here because she is good for us - I would offer to send Patty Murray but not to you in Australia maybe into Mexico or Cuba where guns are completely outlawed and the cances of getting killed are higher than in New York City or the District of Columbia (the nations capital)

In the first draft of this bill that was circulated, there was mention of registering grandfathered weapons, being photographed and fingerprinted. I may have missed it, but I see no mention of that here. Also in the first draft was a restriction on trading or selling grandfathered weapons, in as much as they would die with you. Again I don't see that provision. In fact it specifies the need for a background check for the sale or transfer of grandfathered weapons. I also note: Requiring that assault weapons and large-capacity ammunition feeding devices manufactured after the date of the bill’s enactment be engraved with the serial number and date of manufacture of the weapon. In my estimation they will still allow large-capacity magazines and assault weapons to be manufactured.
One note of humor, my H+R single shot .22 mag. will now be considered an assault rifle due to thumbhole stock. I'd love to see Obama, Biden and Feinstein sent into battle against the Taliban carrying such assault weapons.

She doesn't mention the SKS.... I wonder why? it uses the same ammo as the AKs - but it doesn't come with a removable magazine. I does use a loading clp strip though.....:)
