Mate...that is pure complete and utter bullsh1t. They left a something off that list:

LEVEL 4 CLAUSE 5 (1)
Any...

Back in the 70's when I was deployed to the middle east the Swedish army guys had brass catchers that were attached directly on their G9's and SMG's.

Reloads for the army or fighting units that are not as well supplied as the USA army.

Stops the enemy picking up your brass and turning it into stuff they can "throw" back at you...even reload it to use against you.

Oddly enough the reasons given to me are partially hit on the head by both Gelandangan and Vince. It primarily is used on the ranges to policing brass for recycling and, saving time but also in the field for denial of material to the enemy for improvised weapons or reloading, as well as scat for intelligence gathering of the force/unit that is operating in the area of operations AO.
