AKA "care in the community" over here, or FOAD in real terms.
Every time someone is killed by one of these people, it is described as "an isolated incident".
Trouble is; we have hundreds of these "isolated incidents" every year.
With the cost of a homicide investigation, trial & subsequent incarceration running to tens of millions for every incident (& never mind the human cost), I can't see how long term secure accommodation can't be cost effective.
