Arizona license and tag fees have increased. In order to apply you must have an Arizona hunting license, whether drawn or not. This is an attempt to moderate the flood of out of state hunters which has pros and cons.
Elk herds in Arizona have grown substantially over the past decade, often at the expense of traditional mulie populations in the same area. Population growth in Arizona has reduced the odds of being drawn for anything. Arizona's population is slated to double in the next twenty years, however, deer and antelope populations are static.
This early elk/antelope draw will give hunters that didn't get drawn in Arizona ample time to secure tags OTC from other states.
