It must have had some significant modifications, and why not use a standard barge mounted excavator.

Its probably used in waters too deep to dig from shore, or two windy to hold position. Most all of an excavator is hydraulically run so you could have the pump overhead on a boat, running lines down who knows how deep for it to run. That thing looks like its been underwater along time to have that plant growth on it.
