I shoot the little Lee 32 cal. .314" 90 gr. SWC and 3.5 grs. Bullseye for a subsonic load in my 54r and other US 30 cal. rifle. MV runs just over 1K fps. With these loads 2" or less groups are fairly easy at 50 yds. with iron sights. Bullets are cast from pure lead an lightly tumble lubed before and after sizing to .314" for the 7.62 x 54r an X39 and .311" for the 30-30 and 300 Sav.
I also like 16.0 grs. of Alliant 2400 as well as 13.0 grs. Red Dot in the 54r however those charge weights are used with the Lee 160 gr. RNFP tumble lube bullet or cast bullets equivalent to standard military weight or heavier bullets. MV runs in the 1600 fps. range with that 160 gr. Lee bullet. You can use those two standard loads with both the 303 and 54r cartridges with the lighter 123 gr. PC bullet. MV will probably be up in the range you stated your looking for Just not sure how the lighter plain base PC bullet will fair at higher velocity or if the largest dia. at .312" will be sufficient for the groove dia. of the two rifles your planning on shooting those loads in. Fit is still king PC coated or not.
If accuracy is an issue due to high velocity 7 grs. of Alliant Bullseye or 10 grs. of Unique will drop the velocity down near the subsonic range and make a nice plinker load.

Ask and ye shall receive (although it might take a few months). The most recent issue of "Handloader" has an article about "Squib Loads for Battle Rifles" by Mike Venturino. He lists loads for .30-06, 7.62x54R, .303 Brit, and others. All loads use bullets around 80 grains over 5.0 grains of Trail Boss for velocities around 1200 ft/sec. Powder position didn't seem to have much effect. That gives me a good starting point should I ever find time to play with this.

and I use 6.1 grns behind a 150grn cast in 7.62x39mm and its SUBSONIC....

I wish some one would tell the guy I was shooting next to on Sunday about the reduced loads. He was shooting new Privi ammo through his Mosin rifle and I swear that was the loudest and most concussive round that did not have a muzzle break that I have ever heard. Rattled my teeth every time he shot.

the privi ammo we get (blue n white box) isnt what I would call hot at all.
