I've sworn off Ducktape in favor of Gorilla Tape. That stuff is ducktape on steroids.

I know a lot of vechiles that are held together with zippy ties (like whats shown) and silage tape (like electrical/insulation tape on steroids as is thick and 4" wide)....

Where I used to work there was blue, heavy duty, paper tape holding some machines together...

if the only problem was falling down of broken stones this fix would do...
give a good farmer a hammer and a piece of cord and you'll be amazed what he can fix with it...

This looks like a railing barrier of some sort and is not a structural brace.
The internal reinforcement should be strong enough to hold the body temporarily.
The wrapping could be so the small break-off part does not fall down to hurt others below.
