I came across stories on these FEMA camps while looking into the recent gun grabbing events and thought it interesting and even a bit scary, if it's true.
These FEMA camps have supposedly popped up across the country with some estimating as many as 800 camps. They are called FEMA camps and supposedly are controlled by Homeland Security to be used in the event of major disasters.
This is one bill used for funding residential camps as they're called:

If these camps were set up by FEMA to house families in emergencies, why are there so many that are homeless from Sandy and why weren't they used for that purpose?

There are ten FEMA zones set up and coincidentally there are ten members of something being called The Council of Governors.
From Wikipedia: "The Council of Governors is a group of 10 state governors of the United States. The group was established in January 2010 in order to strengthen the partnership between federal and state governments in protecting the nation against all manner of threats, including terrorism and natural disasters. The Council was created by Executive Order 13528, signed by President Barack Obama on January 11, 2010, as recommended by the National Defense Authorization Act for Fiscal Year 2008 which was passed by the 110th Congress and signed by President George W. Bush on January 28, 2008."
