Don't use water! that ruins the powder.
I use denatured alcohol when I mix mine and then dry it in the freezer (self defrosting). Run it through a three stage sieve to get the size you want and then you have it.
It is a lot safer than mixing it dry and then caking it. (compression formed into tablets and then grind it into the right sizes)
