The NC law applies to public places (schools, recreational facilities, etc) but private businesses can still do what they want. There are Targets in NC. I'll also note that, at the last count I saw, some 340,000 people have signed a pledge to boycott Target over their stance.

I bet the store hasn't noticed. When they advertise a sale I'll bet it still fills up.
They may not use the bathrooms but they will still buy the cheap stuff.
