I've seen folks use rolling paper. You can make nitrated paper and cut to fit. There are hazards involved.

Vince, those problems you mentioned could be fixed with the right flow controls and "cushion end" cylinders.

Elvis, I used a Lee bullet sizing kit in my regular single stage press. Their 0.224" kit is SKU 90049.
